Nope..Even if those cellphones were shaking, which they clearly are not, that wouldn't result in a perfect circle going around at a steady speed in one direction. Go out sometime and take a video sometime of a star while shaking. It will look nothing like this.

Again, your eyesight is pure crap. The camera/phone clearly is shaking, demonstrated by the treeline moving (which even has a similar motion blur).
I'm not talking about every one. Just the one I actually quoted.

Not glowing. Highly reflective weather balloon reflecting light pollution from the ground.
