Image from Politico.com in regards to Pennsylvania address suggests the building in the background is actually light in Red, White and Blue.  It's only when you pick a particular shot with a close up do you get the "Dark effect".

Apparently this was taken 13 July. The clock reads 8 pm, an evening just a few weeks past summer solstice. It seems awfully dark that time of day in early summer Philadelphia. Maybe it’s that dark in Alaska or some special lens used to simulate darkness. Looks like photo shopping to me. If so then why?

Did anyone actually watch the Thursday speech? I didn't. One of hubby's friends was carrying on days before it happened "about Biden trashing MAGA". I  guess the WH must have marketed it pretty well in advance, as if they had released movie trailers. <apathetic shrug about sleeping through a whole week's "unfolding melodrama" and its preparatory details>
