Seems like the WP or unnamed "Democrat aide" is outright lying:
A lie gets halfway around the world before the truth has a chance to get its pants on.
Feels like he was coerced into watering down his statement:
They’re unionized aren’t they? Good luck firing him in a he said-they said argument plus he’s now under stress. Questioning the guy without union rep present. He might even confess to having a drug/drinking problem. He’ll get sent to rehab, cost the taxpayer about $50G and will be back to work before you know it.

Project Veritas claims to have recordings of the guy being intimidated by investigators into taking back his story but
Trump just tweeted a video of the guy saying that he never even recanted.

Seems some people missed these videos I posted:
So he didn't recant, but they did get him to water down his statement...after four hours of questioning, without representation, and admitting they were trying to scare him (audio of second video). The whole transcript of the interrogation is going to be released by Project Veritas.
