"Parity" is equal treatment, not a ban on gay visas.

No, that's an internal issue of other sovereign countries. And those diplomats are subject their own country's laws, not ours (diplomatic immunity). And, as Yaz pointed out, our visa policy actually endangered same-sex domestic partners by outing them to their own governments.
There's nothing "dirty" about enforcing equal treatment under US law, instead of making special exemptions to make up for foreign law.

Yeah, Reagan wasn't perfect, and his policy on immigration was a considerable failing, especially considering a recent study that estimated that there are actually 22 million illegal aliens in the US today.
