The Food and Drug Administration just okayed a large trial of Ecstasy, known chemically as methylenedioxymethamphetamine or MDMA, to treat veterans with post traumatic stress disorder or PTSD."

I have no doubt that FDA approval may be coincidental, or even a tertiary consideration. But by their own mission statement, it is not an express goal.
