It might be fitting if they incorporated a very small chamber in the foundations along the lines of the Pyramids where "He who must be DEFFERRED TO" would be shod , inserted, and encased in gold coloured cement at some stage in the completion of the monument.
A small ballroom and urinals might also be incorporated directly above the chamber to cater for the odd visitor.(someone like Charles and Camilla Windsor possibly)
