You're right. I have absolutely nothing against Christopher Columbus memorials being removed by the cities and institutions themselves. It's their statues. They can do what they want with them.

People who put up memorials can take them down if they choose. It has nothing to do with not being sacrosanct.
So equally, congress can rename memorials, if they choose.

In the UK we tend to wait for folks to die before we do the memorial thing. The nature of the memorial generally reflects the love and respect the person gained in life. As culture changes there may be people who are (later) judged best forgotten. Trump already has the Trump University as a living memorial - any allegations of fraud against it are very much a part of Trump's living legacy and may well be what he is most celebrated for after his death.
