It's the Type 071 amphibious transpot dock Longhushan, hull number 980, launched in 2017. The video shows thick black smoke emerging from the full length of the ship, suggesting that the fire is widespread and the crew hasn't been successful suppressing it.

What I assume are Chinese sources are now claiming that the ship is fine and that the smoke was a smoke-screen test. Doesn't look like that to me, I'm not buying it.
