Looks like a dark-colored crappie tube jig. Something in another dimension is fishing in this one. The hook and line are probably invisible.

On the second go-around, it's actually closer to some other latex or vinyl fishing lure that has more flagrant tentacles. But I'll stick with what's below.

TUBE JIG: A tube jig is just a hollowed out head with cut tassels to create octopus like appendages that move independently in the water. This is arguably the most popular style because it’s one of the most effective for vertical jigging. So it works for long-poling, trolling, spider rigging, vertical jigging, and even under a bobber in shallow water. You can catch fish casting them but there are better profiles for casting.

I'm totally with you on the octopus front. As I stated in my post #blah the development of intelligence is closely linked to the ability to use it. With eight arms they can make four origami birds simultaneously. Humans watched birds for about 200,000 years before anyone wondered if they were actually doing the flying thing. The octopus collective might yet beat us to Mars.

This just shows how clever octopuses are .. once people are accustomed to kites (weather balloons/drones) the invasion can begin.
